Rate limiting: strategies and handling

Pre-emptive throttling
Rather than hitting rate limits and reacting, calculate your request rate in advance and throttle proactively. If the API allows 100 requests per 10 seconds, space your requests at 100ms intervals. This avoids 429 errors entirely and produces smoother, more predictable execution.
Real-world webhook patterns
Delivery guarantees: at-least-once vs at-most-once
Most webhook providers offer at-least-once delivery: they guarantee the event will be delivered at least once, but it may be delivered more than once (due to retries). This means your handler must be idempotent—processing the same event twice should not create duplicate records, double-charge a customer, or send duplicate emails.
No major webhook provider offers exactly-once delivery. The pragmatic approach: design for at-least-once and deduplicate on the receiving end.
Event ordering
Webhook events may arrive out of order. A `customer.updated` event might arrive before the `customer.created` event that logically precedes it. This happens when: different events are processed by different servers at the provider, network latency varies, or retries deliver older events after newer ones.

Partial failure handling
In multi-step workflows, a single step failure should not discard the work done by previous steps. Strategies:
- Checkpoint pattern: Save intermediate results after each successful step. On retry, resume from the last checkpoint.

Caching
